a. To initiated and formulate programme/projects for Railway development within the overall frame work of the Government policy.
b. To act as administrative head and is responsible for overall execution of the development programme/projects of Railway.
c. To act as an advisor to the Railway division on Planning matters and on formulation of policies concerning the Railway development programme.
d. To act as a principal reporting officer of the programme within the budget provision.
e. To supervise and co-ordinate activities of all officers of the Planning Cell.
f. To represent the Cell as and when personal representation is not possible to select representative on his behalf.
g. To grant all sorts of leave, withdrawal from provident Fund, all advance to Class I officers under him.
h. To allocate duties of officers as and when required.
i. To meet all officers in a meeting once in a month to review cases pending for disposal for over a month.
j. To determine the Plan and procedure for execution of the projects with the approval of the Government.
k. To get approval of annual budget both development and non development projects from the Government.
l. Any other duties assigned by the Government.
